Hyper Slow Boot Process

Greetings,
I'm not sure if this is a software or hardware problem, so I will just post it here

Our power went out 2 days ago for about 45 minutes. My PC was on at the time. When the power came back on, I turned my PC back on and the normal sequence is it shows the intel splash screen, then loads windows.

But this time it stopped and froze on the intel splash screen for 15 minutes, then started further booting, to where it said "loading windows" and then the screen went black for 90 seconds, than windows desktop loaded normally.

This has happened before with power outages, but only once per outage. After the desktop loads, usually it never happens again until the next time the power goes out unexpectedly. But this time it does it every time I "restart" or when after having shut down, later turning it back on to the same thing again and again.

And I have timed it haha its 15 minutes and 90 seconds, exactly, every time for the last 2 days. Very frustrating.

It sounds to me like you may have a "dirty" drive flag but the cchkdsk doesn't run or a drive that needs a checkdisk run on it.
Lets check for the dirty disk flag first:
Open up an administrator mode command prompt by right-clicking on the item in the start menu and choosing “Run as Administrator”. Type in the following command, substituting the drive letter if necessary.
chkntfs /x c:
and press enter.
Please write down any message posted after the command has run and post it in your reply.

Well that a good thing.
Let's try running a Chkdsk:
Open up Computer and then right-click on the drive you want to check, and choose Properties, or just click the drive, and then click the Properties button.
Then select the Tools tab, and click the “Check Now” button.
A little dialog will pop up to allow you to choose the options you want for the disk check. You should select only the first one Automatically fix file system errors.
In the next window click the Schedule a disk check button and restart your system.

Power shortage is very likely to cause damaged on the PSU and HDD and Mobo as well.

I agreed, run the HDD check by using the chkdsk c: /r/s command to scan the HDD for the bad sector.

Please try the following as well:
1. remove the Bios battery for few minutes
2. unplug all data cable and reseat the major compoents on the mobo.
