HELP WITH INTERNET EXPLORER!!!

I used to be able to auto-connect to the internet just by opening up internet explorer. It would bring up a dialog that automatically dialed into my isp (I'm on dial-up). Well, a couple days ago, it just stopped auto-connecting and started coming up with this window instead:

I actually even reformatted yesterday, since it was time for a reformat, and I thought it would be a quick fix to this problem. It worked right after I had finished reformatting, and I was happy so I left to go to a friend's house. I came back and the same freakin' thing happened within the 5 hours I was gone. I'm about ready to shoot this thing...

I've already tried doing a search on google and nothing has helped. I've also fiddled with the Tools>Internet Options>Connections settings and that hasn't helped either. I'm running Win XP Pro if that makes a difference.
