This anti-freeze liquid that it states in this page, is this the liquid that you need for cooling, or do u add this to a liquid you buy seperatly?

Most all anti-freeze is made with Ethylene Glycol and comes in a concentrated form.
The ratio differs from each manufacturer as to the parts of anti-freeze to parts of water.

I’ve only worked on one system that was liquid cooled.
I find it a little scary to have a conductible liquid so close to electrial parts.
If it leaks, even just a little it could short out the whole system :(

I know the risks of water cooling, but for some reason I have a OCD with cooling my computer, I have like 8 fans, I know I could probably take out a few, but the noise my computer makes from the fans *sigh*, I'm going to college next year in a dorm, I like to keep my computer on at all times, anyways my main question was, is that the only liquid I need to put into the tubes and such, or is there another liquid that I mix with that :|

I wouldnt use anything from around the house.

Also want to point out that Gecko's concern of conductivity is absolutly justified however, they do have Non-conductive fluids avaliable and most of them are colored and UV reactive. Its a very attractive mod.

Heres a link to check it out

If i were using watercooling, it would definatly have non-conductive fluid in it.
