I think you may have typed it wrong
there is one space after the word attrib
there is one space after each following dash and letter -s -r -h

Reboot your system with the floppy you made in the drive.
At the command prompt type ntfs4dos.exe and press enter
Type cd c:\windows\system32 and press enter
Type attrib -s -r -h mlljg.dll and press enter
Now type del mlljg.dll and press enter

I’m running out of options here but we can try this one:
Please download
Extract and run KillBox and paste the below into the text box:
C:\WINDOWS\system32\mlljg.dll
Now put a check next to 'Replace on reboot' also put a check next to “Use dummy”
click on the red X, click yes to replace file on reboot click yes to reboot now.

Hi Gecko, Thanks for all the time and effort that you have put into this problem of mine, unfortunately this still persists!!  , I had tried Killbox as a first measure Before I asked for help on the Forums. Would restoring the registry from a while ago cause problems (I don mean System restore) but a rollback of my registry settings?? Otherwise a re-install of windows and SP2?? I look forward to your reply. Thamks once again for your time Pete.

No I would not restore the registry it could make things worse.

You could try using you Windows XP CD to boot from.
Start your computer by using the Windows CD-ROM.
At the Welcome to Setup screen, press R to repair the installation, to start Recovery Console.
Select the Windows installation that you want to repair, and then press ENTER.
Type the Administrator password, and then press ENTER.

At the command prompt:
Type cd c:\windows\system32 and press enter
Type attrib -s -r -h mlljg.dll and press enter
Now type del mlljg.dll and press enter

It might work, it’s worth a try and better than formating
