Compaq Screen Lock Up

Im trying to switch one Cd-rom drive with another, but when i hook everything up, and turn on the computer, it stays on the COMPAQ screen. Why is that?

it seems the probelm was that the new drive i put was a master, and it needed to be a slave... so problem is fixed!
