Your pings have very little to do with your PC specifications - the only thing that really makes a difference if your modem/NIC and associated settings (and of course the server you are connecting to).

Is this for all CS servers? What are your ping times to general web servers?

You should check if you are running any kind of firewall. That would cause high pings. I am an avid cs player and run my own game server 65.185.198.0:27015 check it out sometime. But Resteck is correct when your pc has almost nothing to do with your pings. It sounds like you got a pretty good dsl connection so maybe there is a firewall running on your pc or maybe your are sharing your internet connection through a router or something. Hope this helps..
