The board your asking about (BIOSTAR 945G) does indeed support 667 MHz DDR2 memory, it supports everything you are looking for. Heres a link to the specs, . I normally recommend Asus over any board and MSI runs a good second place and i'll look around for one with your requirements but thats where the budget might be a factor. I'll get you some links to a couple HDD's and Memory soon as i can.

If you are going to replace the motherboard, upgrade the processor too.
Try for a package of Motherboard and CPU. That will run about $150. A PCI video card is not cheap. The Sata Drive is about another $100 and the dual memory is about $150
You're way over budget with what you want--I see it around $550. If your present motherboard will handle a Sata drive, buy that and enjoy the pick up in speed. Then save up until you get about $450 for a MB CPU PCI card and memory.
