PC wont boot up, hardware problem ??

i decided to format my computer, done it no problems then installed windows 98 so i could upgrade to xp.
it installed it fine... after it installed and restarted it went to the cloud screen "windows 98" and then it always restarts after that. then it comes to a menu other times with the normal, safe mode, commant prompt etc....... but which even one i choose it will try to load up but then it will just restart itself.
i thought it would of been the HDD so i got a new one but it still does it.
