Another thing you can try to do is install that card in another computer to rule out that its a bad card. Alittle hassle, but will rule it out .

But generally a PCI card should work on a Win 98 and XP system?

Any PCI card should work in a PCI slot. Both O.S. should reconize the device as soon as it's installed and booted. Two things could be the problem, the card is bad or the PCI slot may be bad. Of course those are just two things that could be the problem I'm not saying there couldn't be anything else wrong.

I just installed USB PCI cards in all my older machines at home.
No install CD came with them.
On the 2 oldest pc's running Win98SE...the OS detected and installed the drivers no problem.
Once the cards are installed and you have rebooted, you can try shutting down and then plugging a USB device in a slot and reboot ,see if it's detected.
