If you have onboard graphics then I'm assuming that the TV tuner etc is all built into the monitor. In this case, I would guess that the answe is no - the 'TV' and 'Monitor' parts of the screen are in effect separate. To pipe the TV into the computer you would need to have a capture card/TV tuner in the PC.
