Windows 2k Pro not reading saved settings

Is there a setting I am missing that prevents the reading of saved program settings in the Administrators folder in W2kP? My protgrams read the saved files, thus fore ending up with programs that have default setings everytime they are used. This is really a pain.
Any help in the area towards the greater understanding of administering w2kp will be appreciated.
Other than this I have no problems with w2k.
