Not responding

I'm still leaning toward a problem with windows. Again I ask, why would everything go so smooth on a rented computer and so crappy on this new one only 5 months old. The problem still exists. I haven't used the PPC software for a few days, only the dial-up connection. I did notice that Bartshel.exe was still in the processes box when I did ctrl alt del. Any other ideas anyone! Windows?????????????????
