30% cpu usage at idle is quite a bit.While at idle,take a look in your task manager and see what app is using that much resource.Delete any shortcut out of your start up folder that you dont need to run every time you boot.Also go to Start>Run>msconfig>startup and uncheck anything thats unnecessary. would also be a good program to run.Download and run a scan for any spyware.
