Permissions problem

I am having trouble with an xp system.. this guy logs in he is an administrator for the machine but neither him nore the local admin account can do certain things... Like trying to look at computer management or trying to defrag the computer it tells him he doesnt have sufficient rights to do it... Can anyone help me..please..

Are these PC's on a domain that uses a global policy? Might also check the machines local policy - Go to Control Panel, Administrative Tools, Local Security Policy check the Local Policies>User Rights Assignment and Security Options. See whats defined if anything.

The domain question is still relevant - if you have one and the GPO prevents local administrators from doing certain tasks, then the domain policy will override the local.

Well here is the thing when I try to go into any of the admin tools it wont let me cause it says I dont have the rights and I am logged on as administrator...thats what I dont get. I cant even do something as simple as defragging... It is not on a domain its just a stand alone computer with a cable connection the internet. I would have looked at my old post but this is something totally different. I just dont understand how an administrator doesnt have the rights to do certain things like defragging..... Please any help is appreciated..

You haven't, by chance, used any third party apps to control security or lock-out specific processes have you? I know that System Mechanic and X-Teq Setup have those options and you can't overide them.

Well I am gonna have to say no but it is not my machine. I am 99% sure that none were used. I have never seen anything like this before it really boggles me.
