if they are logging in through your wireless router, they are getting their IP from you so you cant really report it to anyone. you really need to read up on wireless security and get it set up. Heres an article with some information and a few things you can do to prevent the neighbors from getting through your router.

heres another site with more information

OK, without going into too much detail about wireless encryption, WEP etc. The most simple way to secure your wireless network is by MAC address.

if you go into your routers configuration pages, there should be a section for mac address filtering. simply set this to only allow the mac addresses you provide.

You can find the mac address from your own wireless cards/dongles by either looking at the card where it should be printed on a white label. or going into device manager and loading the properties page for the wireless adapter.

set your router to only allow your own wireless devices, and it will prevent anyone else using the system.

as for popups on your system, although someone could have done this via wireless, it is far more likely that you have suffered from some general internet adware.
