Help, admin control

If you are already the adminstrator and you still can't have access to install software or some admins rights has been disable, what do you do?
PLEASE HELP ME!!

See if you can boot up in safe mode and get in as administrator. If its XP home, there is no password set for the default Administrator. If its XP Pro, right click on My Computer and select manage and check out the users

Is it possible that someone tamper with the computer at home or remotely without your knowledge?
