shutdown and startup problems

Is logonui.exe supposed to be present under processes in task manager? If it isn't, what would happen if I highlighted it and clicked end process? My computer isn't starting up, shutting down, and rebooting properly. It hangs on shutdown at the saving your settings screen. At startup, the blue welcome screen does not appear. Only a light blue blank screen. Other than that, everything is working perfectly. I don't have any viruses, etc. and I believe my problem could be the one here - http://support.microsoft.com/?kbid=307274

There doesn't seem to be a "Restarting Windows XP update" patch anymore. It certainly isn't on the list on the update site of what I need to install. I don't have any of the service packs like SP1. I decided not to install it since so many people had problems with it. System Restore is not an option I'm going to do.

Any ideas on what the problem is and/or how to solve it? I hate turning the computer off with the power button. I thought that was supposed to be bad. Is it? Or does that mainly apply to older operating systems? Oh, and I don't have the XP cd because mine is preinstalled.

logonui.exe is for the graphical user interface of the Logon User interface.
So yes you have to have this running.

Are you by chance using the Fast User Switching feature?
That could be causing your shutdown problem.
Otherwise you will have to go with the SP1
