Have you tried booting into safe mode with network support?
Restart Windows
After you see the BIOS screen and before Windows starts to load.
Start tapping the F8 key. The Windows Advanced Options Menu appears.
Use the Arrow key to ensure that the Safe Mode with network support option is selected.
Press Enter. The computer then begins to start in Safe mode with network support.
When you are finished, close all programs and restart the computer as you normally would.

Now try updating and running your anti-spyware and anti-virus

If that dosent seem to work try looking at your hostfile for blocked sites
%SystemRoot%\system32\drivers\etc\HOSTS

you can unlock the hostfile with this batch (copy to notepad and save at unlock.bat as file type all files)
@echo off
cls
attrib -r -h -s %SystemRoot%\system32\drivers\etc\HOSTS
exit

After editing relock your hostfile using the same method (copy to notepad and save at lock.bat as file type all files)

@echo off
cls
attrib +r +h +s %SystemRoot%\system32\drivers\etc\HOSTS
exit

Anything listed in the hostfile with 127.0.0.1 infront is blocked. remove the line to stop site from being blocked and save over the hostfile.[/u]
