Really nasty virus

I just got a super nasty virus on my other machine. Security center pops up and tells me windows is infected then tells me anything i click on cannot be executed because it is infected, and asks me if I want to turn on my antivirus program. if i tell it yes it takes me to a "live antivirus" website and wants credit card info. if i try to go anywhere else online it tells me that i cant go there as it may be harmfull to my computer. Then within 5 minutes the red security shield completely takes over the task bar. Any Ideas on what this is and how to get rid of it?

Please download
Extract the contents (a folder named SmitfraudFix) to your Desktop.

Open the SmitfraudFix folder and double-click smitfraudfix.cmd
Select option #1 - Search by typing 1 and press "Enter"; a text file will appear, which lists infected files (if present).
Please copy/paste the content of that report into your next reply.

Note : process.exe is detected by some antivirus programs (AntiVir, Dr.Web, Kaspersky) as a "RiskTool";
it is not a virus, but a program used to stop system processes.
Antivirus programs cannot distinguish between "good" and "malicious" use of such programs, therefore they may alert the user.
