A little more information would help us help you.
Are you getting a dial tone?
Is tcp/ip installed?
Have you tried the Internet Connection Wizard?

You also might want to read over Microsoft article.

If its Windows 98 go to Control Panel and "Search for new Hardware. "

You'll probably need the install disk also.

If you don't have it, you'll have to google the drivers using whats written on the card. It should start with 56 or have 56 in it.

Rereading your post, I see Me upgrade in it.

If you right click on Network Neighborhood and go to properties

see if a dial up adapter is listed, if not click on add select adapter select add, then scroll to microsoft and select dial up adapter.

that should get it reconized.
