I had the same exact problem a while back and found that it was the IE plugin that was keeping me from launching IE. Here is the link to the fix that I used. »

The only other thing that I can think of doing is uninstalling IE and reinstalling.

I would download and install IE6 on the PC.

I havent personally tried this but it just might help you out.
give us a Hijack This logfile, maybe we can get rid of the plugin that way, and no, you will not have to uninstall IE 5.5. IE6 will install over 5.5.

Contrary to popular belief installing the IE6 over 5.5 does not get rid of my problem. The same things happen. IE won't start with a double click and the IEPlugin is not gone.

Don’t know whether or not you have tried this but I figured I would throw it into the mix»
Go to C:\Program Files\Internet Explorer
Look for the iexplore icon, and double click it
If that works - right click the icon - create shortcut - then drag and drop the shortcut to your desktop.

Do you use any anti spyware? I have read a few articles that said spybot search and destroy gets rid of the IEplugin and its free.
Also here is a link that list SpyBots updates and the IEplugin is listed.
