windows98 problem

NEED HELP in windows 98 I cant exit MS-DOS to return to windows
I went to Microsoft's web sight and told mr to use command prompt in save mode and type win \wx to get windows but it tells me that msconfig is missing fills. How is msconfig soposed to have.

you can run sfc in the "run" box

Could you elaborate a bit - you tlak about booting in safe mode, but what happens if you boot normally? And is this a DOS mode that you've booted straight into, or have you booted into windows & then gone into DOS mode?
