Often no Recording Sound in Sound Recorder

Windows 98SE. As a Radio amateur G3KNB I often use programmes like Echolink & EQSO to talk to other people which relies upon sound input from a Microphone. I use Sound Recorder as a test bed but I often have to reboot MANY times before the sound input which I need is operating. HELP please.

What is your sound imput?
How is it attached?
What program do you use with that device?
