Toshiba was not quite sure what the problem was but when I dictated the solution Brad gave me they said that should have worked. What Toshiba did was send me a file2fd boot.img.for floppy. I installed it on the lap and watched about 50,00 errors go by. But once it was done it came up with a C:> prompt. After that it was trial and error but what I found was as in most reformats there is a point where you use E:. With this Toshiba fix you exchanged E: for D: did the MD WIN98,COPY*.* C:\Win98 then back to D: and do SETUP. Basically it was echange E: for D: I would like to Thank ALL who helped out, particulary Brad. This is a good site.
