In Device Manager click the
+ beside the Mouse, Highlight the entry there then Click the Properties button at the bottom.
Click the Driver Tab then UPDATE Driver....you'll need HP restore disk or the WinMe cd
After its done click ok and reboot.

You said you've had this machine since Dec. 2000,have you ever had the Tower Cover off?
Just curious because dust collects in there real fast and can cause problems.Also the the SEATING of the Devices installed in the PCI slots and AGP slot can become UN-Seated.
Something to check out if the above doesn't solve your prob.
