Internet access priority setting

I have a (XP sp3) PC downstairs which connects to the web via a router hub.

My son has a laptop and games console upstairs in his room that connects to the hub via one of these ethernet plugs that works over the mains electric in the house.

Is there anyway to set the PC downstairs as the 'high priority' machine as we are often experience page loading problems and I guess he is hogging the bandwidth with his laptop and game running at the same time?

If I can't do this on the PC can it be managed by a 3rd party software?

Depending on the router, you should be able to set it through the router itself. Most routers have a QoS function (quality of service). Directions on how to do this also depends on what router you have and whether or not you can log into it.

Usually you can get to the router by going to
http://192.168.0.1 or http://192.168.1.1

username admin
pass admin

thats typically the default settings. If that gets you in you will be looking for QoS settings somewhere in there and you can set how much bandwidth to allow per port on the router.
