what's wrong with this image?

The problem is the graduated background image behind the top strap line headlining, 'the asylum website : FAQ : search : inmates...etc.'. Ideally, this should be the same width as the rest of the page, 600px. It seems to be defined by a table but the table itself just won't comply. I also thought it may be due to some cell padding but couldn't find any. What am I missing? :bummed:
