Ever see something so ridiculous? Im allowed 976.6 MB a week, thats useless to me. My penalty is my bandwidth was throttled down to 100k. I was able to call and have the restriction lifted however their policy is to restrict you for a week. Unfortunatly i pay $50 a month for this crap because its my only broadband option in my area.

I feel for you liljim, 976.6 MB a week that's not even one DVD a month!
Sounds to me like they have too many users signed up for their connection rate.
Was this your first notice of going over the cap or were there warnings before they took action?

Now they know, that you know the cap for downloads so you will have to play it safe for a while.

I would never make it on a cap like that, I have no idea what my average download a week is but in FTP alone it's:
Total for all sites Since 1/01/07 6:03:28 AM: Bytes 57,740,875,719
That’s about 2.4 GB a week, now that's both up and down but still that just ftp!
I have never received any notice or warning about bandwidth usage from comcast.

I would be willing to offer up some of my bandwidth to download what you want.
Then burn it to dvd and snail mail it to you, we can work out details through PMs.

Try googling "Starband internet FCC " You'll find some info there. I know for a fact, that complaints from customers to the FCC can shoot the hell out of a license renewal. It doesn't take many in a rural area.

Give them a little flack with a complaint to the FCC and make them sweat!
