Which is more accurate the "Who's online" bar to the side or the information as to who's online at the bottom of the Forums page?

It depends on where you are. If you are in the forums, that reflects how many people are just on the forums. The other one reflects how many people are on the site and they could be anywhere.

o, sry my bad, with the name of the site I had assumed that it was just a forum, however looking closer i see that some of the links go to portions of the site that arent integrated directly into the forum

Since a user can chose to be hidden on the forum you really can not be sure who is on the forum by what is displayed under Online Now.
